introduction
The purpose of these guidelines is to define the policies and procedures governing the procurement of supplies, works and services (other than consultancy services) as part of i) mobilization payments to a project financed through a loan under the Loan Agreement or Contract between the Bank and the Borrower. The Loan Agreement or Contract governs the legal relations between the Borrower and the Bank, while the Guidelines apply to the procurement of supplies, works and services (other than consultancy services) required for the project under the terms set forth by the Loan Agreement or Contract1
It is to develop the participants’ skills on goods, equipment and Non-consulting services procurement to plan and carryout the procurement functions of World Bank and development partners. projects efficiently and in accordance with the guidelines and procedures governing such projects.
Course Objectives
• Conduct the procurement process for goods, works and services in accordance with internationally accepted standards through;
• Understand and appreciate the world bank procurement framework and the attendant procurement principles;
• Plan, assess risks, execute and monitor public procurement operations;
• Select appropriate prescribed procurement methods;
• Understand the structure of and be able to prepare well-balanced world bank standard procurement documents for goods, works and non consultancy services;
• Upgrade ability to conduct bid evaluation, contract award and contract administration procedures for goods, works and non- consultancy services;
