Public Budget Process Management

Finance supports the Government in its Budget preparation, delivery and ongoing management through the Budget Process. Finance provides policy and financial advice to the Minister for Finance and the Expenditure Review Committee (ERC) of Cabinet on Government expenditure and non‑taxation revenue in order to produce the Budget and other major economic updates throughout the year. the present state of budgeting practices, processes, and related issues within Public Administration can only touch on several important elements among the many now confronting practitioners and scholars. Moreover, severe budget challenges brought on by the rapid economic decline across the world deserve our attention as well, but can only be briefly mentioned here. However, there is no better place within the discipline than in public budgeting where one can readily observe the enormous stresses and strains created by economic contractions and observe how policy makers and administrators struggle to regain control of events as they reshape our common destinies.

  • Describe the theoretical, political, historical and managerial context in which public budgeting has developed in our history to meet changing needs of public administration.
  •  Discuss the fundamental principles, major theories, processes, terminology, techniques and tools (craft) used in budgeting.
  • Use the skills needed to be an effective participant in the public budget process, including cost-benefit analysis, revenue and expenditure estimation and preparation of budget justification.
  • Critically interpret and analyze the public budgeting themes (concepts) embedded in the related technical budget articles and government documents.
